The Dechang Concentrated Development Zone of the West Strategic Resources Innovation and Development Experimental Zone” was included in the pilot enterprise of power reform in Liangshan Prefecture. It has successively won the "Advanced Unit for Outstanding Contribution to Export Earnings in Dechang County", the Shanghai Nonferrous Metals Price Standard Unit, and the Vice President Unit of Sichuan Ferroalloy Association. At present, it has developed into an industrial silicon production enterprise with the largest scale, the most advanced production and environmental protection equipment, the highest product quality qualification rate and the most famous market brand in Liangshan Prefecture.

Nabis Silicon Materials has a registered capital of 312.5 million yuan, and consists of Dechang General Plant, Xichang Branch, Chengdu Silicon-based Materials Research Institute, and Dechang Nabi Silicon-based Materials Trading Co., Ltd. Among them, Dechang General Plant has 320 employees, covers an area of ​​262 acres, and is constructed in two phases.

The first phase covers an area of ​​120 mu and has completed a total investment of 200 million yuan. At present, it has 4 industrial silicon submerged arc furnaces with a total capacity of 62800KVA and 4 kilometers of 110KVA double-circuit special transmission lines and switch substations. It is put into operation, mainly produces 411#, 421# series of high-purity chemical grade industrial silicon, with an annual production capacity of 30,000 tons. Large-scale polysilicon enterprises such as Xinte Energy and Tongwei Co., Ltd.

The second phase covers an area of ​​about 140 mu. It is planned to build a 5×33MVA submerged arc furnace production system and its supporting public works and auxiliary works (including waste heat power generation).

The construction investment of Liangshan Green Power High-purity Industrial Silicon Project is 840.584 million yuan (feasibility data). It is planned to start in May 2022 and complete in May 2023, with a total construction period of 12 months.

　　2. Scope of Bidding

In order to meet the construction needs of the Liangshan Green Power high-purity industrial silicon project, the tenderee intends to tender for the supervision services of the entire construction process of the Liangshan Green Power high-purity industrial silicon project. The tender content and scope are as follows:

1. Supervision services for the whole process of construction of a supporting complex building.

2. The whole-process supervision service for the construction of the new 5×33MVA submerged arc furnace production system and its supporting public works and auxiliary projects (including waste heat power generation), including but not limited to:

2.1 Civil engineering supervision services.

2.2 Installation supervision services for submerged arc furnace equipment and its supporting equipment (including waste heat power generation).

2.3 Supervision of the main equipment (listed separately by the bidder, not included in the total price).

The supervision service period starts from the date when the contract project is signed, and ends when the contract project completion materials are compiled and handed over, the standard is put into production, and the completion acceptance is completed.

　　4. Qualification requirements for bidders

Bidders participating in the bidding must have the following qualifications to proceed to the next step of evaluation:

1. The bidder must be a legally established, registered company with independent legal personality and the ability to perform civil rights and obligations. Copies of business licenses, industry licenses, etc. should be provided;

2. The bidder has the smelting project supervision grade A and above engineering supervision qualification;

3. The bidder has the performance of metallurgical engineering supervision;

4. The bidder must provide relevant financial statements for the past three years (2019-2021), and should have a good financial position and sufficient working capital to undertake the supervision of the project;

5. The bidder should have a good business reputation and performance, and be well received by users;

6. The bidder has a valid ISO 9001 series quality assurance system or an equivalent quality assurance certificate;

7. If the enterprise has been listed by the court on the list of dishonesty and enforced, or the shareholder's equity has been seized or frozen, it shall not participate in the bidding; units that have experienced typical quality accidents in the industry shall not participate in the bidding; the person in charge of the unit is the same person or Different units with holding and management relationship shall not participate in the bidding of this bidding project at the same time;
